India’s aviation regulator has set out conditions under which aerodrome operators may permit photography on the tarmac and in security hold areas.

India’s Directorate General of Civil Aviation has issued a permission under Rule 13 of the Aircraft Rules, 1937, allowing aerodrome operators to take or cause to be taken photography within security hold areas and on the tarmac of licensed aerodromes, subject to a defined set of conditions. The permission requires that photography does not endanger the safety or security of aircraft operations, interfere with aerodrome facilities, obstruct personnel responsible for safe operations, lead to overcrowding within aerodrome premises or involve the erection of any structure within the aerodrome premises.
Individuals engaged in photography must carry valid identification documents and entry permits issued in accordance with directions from the Bureau of Civil Aviation Security, and must undergo all security checks applicable to passengers when entering the airside. Foreign crew are not permitted to carry out photography, though foreign nationals may do so if security clearance has been obtained from the relevant agencies. Aerodrome operators are required to maintain records of all photography for a minimum of three years and must produce these records for inspection by the Directorate General of Civil Aviation upon demand.
