The pact aims to expand capacity, create a maritime cluster, and set up a Centre of Excellence in Gujarat.

Swan Defence and Heavy Industries (SDHI), India’s largest shipbuilding and fabrication company, has signed a Memorandum of Understanding (MoU) worth ₹4,250 crore with the Gujarat Maritime Board (GMB). The agreement focuses on upgrading shipyard infrastructure, boosting domestic capacity, and creating a skilled maritime workforce.
Of the total investment, ₹3,500 crore will be used to expand facilities at the Pipavav Port shipyard, including new slipways, jetties, cranes, block fabrication units, and dredging operations. This expansion is expected to strengthen India’s competitiveness in the global shipbuilding market.
SDHI will also invest ₹550 crore to develop a 200-acre Maritime Cluster within the shipyard, envisioned as a hub for ancillary industries, suppliers, and service providers. Additionally, a ₹200 crore Centre of Excellence (CoE) will be set up to train over 1,000 youth annually with advanced labs, simulators, and design systems.
The collaboration aligns with the Maritime Amrit Kaal Vision 2047, supporting India’s long-term maritime growth and global leadership goals.
