Maharashtra and AVPN launch a $1 billion pipeline covering clean transport, industrial decarbonisation and climate-focused investments.

The Government of Maharashtra, through the Maharashtra Institution for Transformation (MITRA), and AVPN have unveiled a USD 1 billion climate investment pipeline under the Maharashtra Climate Investment Programme at the AVPN Global Conference 2026 in New Delhi. The conference was held at Bharat Mandapam from August 25 to 27, 2026. The pipeline brings together investment opportunities across clean transport, industrial decarbonisation, renewable energy and climate-smart agriculture.
The pipeline includes projects covering electric-bus aggregation, zero-emission freight corridors, industrial decarbonisation for MSMEs, solarisation of rural irrigation schemes and a farmer-facing biochar economy. The initiative is intended to connect Maharashtra’s climate priorities with different forms of capital, including commercial, catalytic and philanthropic finance.
The programme has also moved towards implementation with a freight electrification transaction on the Jawaharlal Nehru Port (JNPA) corridor involving a large chemicals company and Intent. AVPN’s conference material describes this as the first transaction under the programme. The initiative also includes plans for a catalytic financing mechanism to help address viability gaps and mobilise private investment in freight electrification.
The freight initiative targets the deployment of 500 electric trucks, while Maharashtra’s EV Policy 2025 sets a target of 20% electric penetration among heavy goods vehicles by 2030. The policy is in force from April 1, 2025 to March 31, 2030.
The pipeline was unveiled as Maharashtra seeks to mobilise investment for its climate and energy-transition priorities. The initiative follows the state’s broader efforts to develop mechanisms for attracting climate finance and aligning investment with its long-term development objectives.
