A coalition of major trade associations representing shippers, forwarders, and vessel operators has issued an urgent alert to businesses involved in transporting goods into or through the EU, Norway, Switzerland, or Northern Ireland. The alert emphasises the need to prepare for the new Import Control System (ICS2), which will be implemented from June this year.
The World Shipping Council, the International Federation of Freight Forwarders, the Global Shippers Forum, and several European trade bodies, including the European Shippers Council and the International Road Transport Union, stress the critical nature of the new ICS2 regulations. These rules will impact goods transported by sea, road, and rail into the European Customs Territory.
ICS2 is a comprehensive safety and security regime requiring detailed information about imported goods before they are loaded or arrive at the EU border. While air cargo regulations were implemented in 2023, sea transport will see changes from June 2024, with road and rail imports following in 2025. The new requirements include 6-digit HS codes for each item, detailed descriptions, and thorough buyer and seller information.
The trade bodies urge all businesses involved in EU imports to start preparations immediately. They recommend visiting the European Commission’s website for detailed guidance on compliance. Failure to adhere to ICS2 requirements can result in significant delays, disruptions, and possible fines or penalties.
The joint call to action by these eight trade associations highlights the importance of coordinated efforts across the supply chain to ensure smooth transitions and continuous movement of goods under the new ICS2 regulations.
