India signs oil and gas agreements to strengthen Mauritius’ fuel security.
Union Minister for Petroleum and Natural Gas Hardeep Singh Puri visited Mauritius from August 20 to 21, 2026, during which India and Mauritius signed a Government-to-Government Memorandum of Understanding (MoU) on cooperation in the oil and gas sector. In the presence of Prime Minister Navinchandra Ramgoolam, Indian Oil Corporation Limited (IOCL) and the State Trading Corporation (STC) of Mauritius also exchanged a five-year Sales and Purchase Agreement for the supply of petroleum products.
Under the agreement, IOCL will meet Mauritius’ entire import requirement of Motor Spirit (MS), High Speed Diesel (HSD) and Aviation Turbine Fuel (ATF). The MoU covers cooperation in petroleum product supply, training and capacity building for Mauritian officials and biofuels. According to the Ministry of Petroleum and Natural Gas, the agreement is the first long-term overseas fuel supply agreement concluded by an Indian public sector oil marketing company outside South Asia in recent years.
During the visit, Puri held bilateral meetings with Mauritius’ Ministers responsible for energy, commerce and foreign affairs. He also participated in the groundbreaking ceremony for India Oil (Mauritius) Ltd’s 27.5 TMT bunker marine fuel storage facility at Mer Rouge in Port Louis, which is expected to strengthen fuel storage infrastructure in the country.
The visit also advanced cooperation in biofuels, with Puri and Mauritius’ Minister of Energy and Public Utilities Patrick Gervais Assirvaden witnessing the launch of the Biofuels Country Landscape Policy framework on August 21. Developed under the Global Biofuels Alliance country engagement programme, the framework is intended to support Mauritius’ efforts to explore biofuels as part of its energy transition.
