Starting April 2025, digital bunkering and e-BDNs will be mandatory in the Port of Singapore to streamline operations and enhance transparency.
From April 1, 2025, all bunker suppliers at the Port of Singapore will be required to offer digital bunkering services and issue electronic bunker delivery notes (e-BDNs) by default. This mandate follows successful pilot tests conducted since November 2023 and aims to expedite administrative processes, improve accountability, and ensure regulatory compliance.
The Maritime and Port Authority of Singapore (MPA) stated that digital bunkering will promote efficiency, reduce errors, and help prevent fraudulent activities. Additionally, it is expected to save the industry close to 40,000 man-days annually by streamlining operations and enhancing environmental sustainability.
MPA will introduce a centralised e-BDN verification facility to ensure transparency and transaction integrity in bunkering operations. Meanwhile, Enterprise Singapore (EnterpriseSG) and the Singapore Standards Council (SSC) will launch a new Singapore Standard (SS) 709 to ensure data consistency and facilitate smoother transactions with trusted digital documents.
Revisions to the Singapore Standard (SS) 648 Code of Practice for Bunker Mass Flow Metering will also include data integrity requirements to align with this digital shift.
