NHAI to develop a 121-km Guwahati Ring Road under the BOT (Toll) model, enhancing connectivity in the North-East region.

The National Highways Authority of India (NHAI) has signed a concession agreement with Dineshchandra R Agrawal Infracon for the development of the Guwahati Ring Road. The 121-km project, costing ₹5,729 crore, will be executed on a Build-Operate-Toll (BOT) model with zero grant. The concession period is 30 years, including a four-year construction timeline.
The Assam government will bear 50% of the land cost, offer exemptions on royalties for aggregates, and waive the state portion of GST, contributing ₹1,270 crore. This brings the total project cost to nearly ₹7,000 crore.
The project comprises three key sections: a 56-km access-controlled Northern Guwahati Bypass, widening an 8-km NH-27 bypass from four to six lanes, and improving a 58-km stretch of NH-27. A 3-km bridge over the Brahmaputra will also be constructed.
The Ring Road aims to decongest Guwahati by diverting traffic from Bihar and West Bengal towards Silchar, Nagaland, and Tripura. It will enhance connectivity between major North-Eastern towns, including Siliguri, Shillong, Jorhat, and Tezpur.
This is the first project under the revised BOT (Toll) Model Concession Agreement, marking a milestone in India’s Vision 2047 for high-speed corridors through public-private partnerships.
