AP govt and NLDSL sign MoU to digitise logistics via ULIP, enabling real-time visibility, data-driven decisions and integrated dashboards.

In a major stride toward modernising India’s logistics infrastructure, the Government of Andhra Pradesh signed a landmark Memorandum of Understanding (MoU) with NICDC Logistics Data Services Limited (NLDSL) to fully digitise the state’s logistics ecosystem. The signing took place in the presence of Union Commerce Minister Piyush Goyal and Chief Minister N. Chandrababu Naidu during the 30th CII Partnership Summit in Visakhapatnam.
The initiative will leverage the Unified Logistics Interface Platform (ULIP), India’s national logistics data backbone, to bring real-time visibility and digital transparency across Andhra Pradesh’s supply chain networks.
A unified digital nerve centre for AP’s logistics
As part of the collaboration, a statewide integrated digital platform will be created to give government agencies and private players:
- Live tracking of logistics operations
- Real-time performance metrics
- Data-driven insights for faster decisions
- Seamless visibility across supply-chain touchpoints
The platform aims to break silos across departments, improve coordination, and significantly boost logistics efficiency and governance.
Integrated logistics dashboard for KPIs
The Andhra Pradesh government, through INCAP, will work with NLDSL to build a comprehensive logistics dashboard. This dashboard will monitor key performance indicators across sectors, from transport and warehousing to port operations and industrial corridors.
The analytics generated will be used to upgrade the state’s logistics infrastructure, fix bottlenecks, and improve service delivery standards by using ULIP’s high-quality data stream.
A step toward world-class, policy-driven logistics
The MoU is a major milestone in aligning Andhra Pradesh’s logistics roadmap with the National Logistics Policy (NLP), which envisions a modern, resilient and globally competitive supply chain ecosystem.
The agreement was witnessed by Rajat Kumar Saini, CEO & MD of NICDC and Chairman of NLDSL. It was formally signed between:

ULIP is emerging as one of the world’s largest logistics data platforms. It has already:
- Integrated 44 systems across 11 ministries
- Connected through 136 APIs
- Covered over 2,000 data fields
- Powered 210+ applications developed by industry
- Enabled more than 200 crore API transactions
ULIP also supports ministries such as Coal, Food Corporation of India (FCI), and multiple state governments in adopting data-driven governance.

With this MoU, Andhra Pradesh positions itself at the forefront of India’s digital logistics revolution, strengthening its ports, industries, MSME sector, and export competitiveness.
The state’s supply chain ecosystem is now set to become smarter, faster and globally benchmarked.
